THE MISSION OF THE NORTHEAST REGION, BOY SCOUTS OF AMERICA
The mission of the Region is to provide liaison between the National Council and local
councils to achieve the purposes of Scouting and to maintain the standards, policies
and procedures established by the Boy Scouts of America.

REGIONAL OPERATION
The region is responsible for the achievement of approved goals and for the effective
operation of each of its councils. The region is also responsible for the proper
alignment of councils, for assuring sufficient volunteer and professional leadership
in each council, and for assuring the effective funding of each council.
REGIONAL COMMITTEE – The region shall implement national policy and program through a
regional committee. The membership shall consist of members of the National Council
residing in the region and such additional members as may be elected by the regional
committee.
The regional committee shall meet once a year at such time and place as the regional
executive committee or president may direct.
REGIONAL BOARD – The regional board, consisting of the regional executive committee,
the area presidents, plus not more than fifty members at large elected annually by the
regional committee, shall exercise the authority and responsibility of the regional
committee in the interval between its meetings. Each member at large must hold some
specific committee or other regional assignment.
The regional board meets a least twice annually at such times and places as the regional
president may direct.
REGIONAL EXECUTIVE COMMITTEE – The elected officers, including the regional president
and vice-presidents, area presidents, chairpersons of regional standing committees as
appointed by the regional president, and the regional director, shall constitute the
regional executive committee. The regional executive committee shall have and may
exercise the authority and responsibility of the regional board in the interval between
its meetings.
The regional executive committee shall meet at least annually at such times and places
as the regional president may direct.
REGIONAL ADVISORY BOARD AND HONORARY MEMBERS – Scouters desiring to maintain
affiliation with the region, but without direct board responsibility may be asked to
serve as Advisory Board Members and/or honored with the designation “Honorary Board
Member”.
AREA COMMITTEES
The Region is divided into Areas for the purpose of service delivery, communications and
maintaining standards. The area committee consists of regional committee members
residing in the geographic area and members at large recruited from the councils.
At the time of the Regional Annual Meeting, Area Presidents are elected and become
members of the Regional Executive Committee. Area Presidents in consultation with
the Area Director may structure such cluster vice presidents and committees required
to carry out the service and communications functions. These functions include
Council Charter Review, Camp Visitation and Certification, Charter Partner
Relationships, Promotion of National and Regional events and providing for special
council needs or concerns.
OPPORTUNITIES FOR FINANCIAL SUPPORT
The Northeast Region receives its operating funds as part of the National Council’s
operating budget. National Council income is derived primarily from registrations
fees, Boys’ Life and Scouting magazines, the Supply Division and an Annual Giving
Campaign for national Scouters.
Annually each National Council member and National Staff member, as well as all Regional
Volunteer and staff, are solicited for a contribution. This voluntary appeal helps
provide extra funding for new experimental programs, special projects, and other items
not normally a part of the budget. Your gift, over and above your support of any local
council come back to the Region in the for of special services, equipment and new
program support.
ENDOWMENT
Throughout Scouting’s history, many friends of Scouting have made a planned gift that
will help preserve the Scouting values in which we believe. Through careful planning
you can identify the method for making a contribution that best fits your situation,
while having a great impact on Scouting.
As a part of the Boy Scouts of America National Endowment Emphasis, the Region has
endowment specialists on staff that can work with you or your financial advisor as you
build your plan.
NORTHEAST REGION TRUST FUND
The Region has several trusts that fund special projects and needs. Some are restricted
to specific programs, capital needs or councils. The Region has a special advisory
committee of volunteers that accepts requests and recommends the allocations based on
restrictions or special needs. These qualified endowment trust funds can be the vehicle
by which you may express your extra support for certain programs dear to you. Many
councils and the Region itself have applied for and benefited from these trust in
support of special or experimental programs. This trust is set up to accept gifts from
interested friends of the Region in cases where this interest extends beyond the work of
your local council endowment trust.
REGIONAL STAFF
The Regional Staff consists of sixteen professional scouters, three
professional-technical employees and eleven office support members. Four of the
professionals are area directors who reside within the area assigned to them and work
directly with councils. Their duties include bringing resources to their councils, both
professional and volunteer. They monitor national standards insuring quality program
delivery to the youth members.
The remaining staff is based at the Regional Service Center in Jamesburg, New Jersey.
This staff consists of:
- The Regional Director is the chief operating officer of the Region and works with
key volunteers
- The Deputy Regional Director/Operations and the Assistant Regional
Director/Operations serve as Area Directors for the Metro Group, and give leadership to
field operations.
- The Assistant Regional Director/Support has direct responsibility for all area
council services and support staff.
- The Regional Human Resources Director coordinates professional staff selection,
performance and compensation standards.
- Associate Regional Directors (7) serve functional support areas including
administration, relationships, program communications, marketing, finance, endowment
development, fiscal responsibility and systems.
- The professional-technical supp0ort positions include the regional office manager,
human resources specialist and council administration specialist.
NORTHEAST REGION SERVICE CENTER
The Regional Service Center and its staff provide implementation and support of national
programs. The facility is located off Exit 8A of the New Jersey Turnpike at 10 Centre
Drive in Jamesburg, New Jersey. The staff not only provides support to areas and
councils, but monitors national programs and management standards for each council.
The region serves 73 councils.
